We have three family law office locations in the Greater Portland Metro-Area serving low-income clients in Multnomah, Washington, Clackamas and Columbia counties. Visit our locations page to see office details, including address, contact information, and hours.

Multnomah County


Joel Overlund, Executive Director


Joel has been working for SALC as a practicing attorney since 1990 and became the Executive Director of the Clinic in 1995. Before working at SALC, Joel worked at the law firm of Casteel & Carson and got his law degree from Willamette University in 1987. 



Shelly Matthys, Branch Manager


Shelly has been an attorney for SALC since 1998. She graduated from Seattle University Law School in 1995 and then worked as a volunteer prosecutor at the Multnomah County District Attorney's Office. Shelly is the Multnomah County Branch Manager. 



Brittany A. Berkey



Brittany Berkey graduated from the University of Connecticut School of Law in 2002. She is admitted to practice in New York State as well as Oregon. While in NYC she prosecuted child abuse and neglect cases in Bronx Family Court. Before joining the SALC staff in the Fall of 2005, Brittany spent a year as an AmeriCorps attorney doing domestic violence advocacy at Legal Aid Services of Oregon. 



James F. LaSasso



James graduated from University of Oregon Law School in 1981. After law school James worked throughout the 80's as a law clerk, paralegal, and in private practice primarily in the area of family law. In 1990, James joined SALC and has been working as a staff attorney ever since.



Connie C. Lukes



After a career in telecommunications and acting as a union steward, Connie Lukes decided to expand on her interest in conflict management and graduated from Marylhurst University in 2002 with a degree in Communications, concentrating in mediation and conflict resolution. She has acted as a volunteer mediator for several years. While attending Lewis and Clark Law School, Connie worked as a law clerk at St. Andrew while interning at Multnomah County District Attorney’s Office and Lewis and Clark Legal Clinic. After being admitted to practice law in the spring of 2006, Connie worked as a contract attorney while working as a volunteer attorney in St. Andrew night clinic. She was hired as a staff attorney in the fall of 2006. 



Georgina Miltenberger



Georgina graduated from Penn State Dickinson School of Law in 2003. After moving to Oregon, she served as an Americorps Legal Advocate at Legal Aid Services of Oregon. Before joining SALC, Georgina worked in private practice handling family law cases exclusively. 



Washington County

Christopher J. Bergstrom


Chris was born and raised in Washington County. He is a graduate of Portland State University and Willamette University College of Law. Chris had a strong interest in public service and served as a City Councilor in Tualatin during both college and law school. After passing the bar exam, Chris went into private practice with a good friend and classmate from law school. His practice focused exclusively in the area of family law.

Kelly D. Lemarr



Kelly is a graduate of Willamette University College of Law and a practicing attorney in Oregon since 2003. Since then she has focused her practice on a wide range of family law issues. In addition to her work at SALC, Kelly accepts pro bono court appointments as the attorney for children in high conflict domestic relations cases. 




April L. Kusters



April joined SALC’s Hillsboro office in 2010. Prior to joining SALC, April clerked for the Oregon Department of Justice, focusing on child abuse and child neglect cases. After passing the Oregon Bar in 2008, she practiced family law with a private firm and served as a judicial clerk for a Multnomah County family law judge. She graduated from Lewis and Clark Law School in 2008 and received her B.A. from the University of Wisconsin in 2005.

Jennifer Peckham

Jennifer is a native Oregonian, born and raised in southwest Portland, and a graduate of Beaverton High School. After high school, she majored in English at the University of Wisconsin and taught English in the public schools prior to going to law school. During law school she clerked for the Oregon Department of Justice and CASA for Children, focusing on juvenile law and child advocacy. Prior to joining SALC, Jennifer was a SALC Night Clinic volunteer attorney and was in solo practice with an emphasis on juvenile and family law.


Marc A. Weinstein

Marc received his B.A. from the University of California, Berkeley and his J.D. from the University of Oregon. Marc has been practicing law in Oregon for more than 13 years. Prior to joining SALC in 2011, Marc worked in the areas of Criminal Law and Juvenile Law both as a Deputy District Attorney and as an Assistant Attorney General.

Clackamas County


Elaine Hamm, Branch Manager



Elaine started working at SALC's Multnomah County office in April 2000. When SALC opened its office in Clackamas County in December 2001, Elaine was hired as its new Branch Manager. She graduated from University of San Diego School of Law in 1985 and practiced at a number of California law firms before moving to Oregon to work at SALC. 



Chamber A. Dorheim



Chamber joined the Clackamas Office in 2008. Prior to working at SALC, Chamber practiced family law with a private firm and served as a judicial clerk in Multnomah County. She received her law degree from Lewis and Clark law school and her BA from St. Olaf College. 



Antonio J. Gonzalez



Antonio J. Gonzalez graduated from Lewis & Clark School of Law in 2006 and was admitted to practice in the state of Oregon the same year. Before joining the SALC staff he worked to protect the rights of Oregon’s farm worker community and volunteered at Common Grounds Collective in New Orleans to help the survivors of Hurricane Katrina. 



Community Development Law Center


Tad Everhart



Tad focuses his practice on real estate development issues. Tad is an expert regarding the community land trust model of affordable housing development. Tad has extensive real estate development experience, which he acquired as a residential developer and general contractor for Paragon Property, Inc. As a developer, Tad built ninety homes in the Portland metropolitan area. He has also worked as a private practitioner in the fields of real estate and business law. Tad is a former prosecutor for the Multnomah, Coos, and Lane County District Attorneys' offices. Tad received a B.A. from Stanford University and his J.D. from the University of Oregon.



Martha B. Taylor


Martha has focused her practice on representing nonprofit corporations for the past fifteen years. She has extensive experience in real estate development funded with tax credits as well as with both revenue and general obligation bonds. In addition, Martha has provided general corporate and employment law advice to the nonprofit organizations for which she has worked. Martha graduated from Douglas College, a college of Rutgers University, and earned her J.D. from the University of Denver College of Law.
